Resilience: Developing Professionalism, Clarifying the Incentives

Following the February 2010 Quadrennial Homeland Security Review (QHSR) and the July 2010 DHS Bottom-Up Review (BUR), argues that improving the nation’s resilience capabilities depends on establishing stronger links between government public-safety agencies and the private-sector continuity and engineering communities.
