Providing Systems Engineering Support to State & Local Jurisdictions

Argues the federal government should provide direct systems-engineering and program-management assistance to state, local, and private-sector entities to help them build homeland-security capabilities, tapping two largely untapped resources: federally funded research and development centers (FFRDCs) and university affiliated research centers (UARCs).
