Needed: More Effective Resources for Homeland Security

Argues that the foundations of homeland security and emergency management rest on state and local resources that the federal government uses for national-security purposes, in effect leasing public-safety and public-health infrastructure from state, local, and private interests. Reviews the mixed results of the expanded post-9/11 grant approach and the need for more effective resourcing.
