National Recovery Doctrine: The Next Preparedness Frontier

Drawing on the May 2009 Heritage Foundation lecture "Unfinished Business at FEMA," makes the case that developing recovery doctrine should be a key FEMA priority. FEMA itself is not organized, resourced, or trained to lead recovery operations, leaving national recovery doctrine a major preparedness gap.
